CERTIFICATE PROGRAM
for Clinicians and Health-Care Middle Managers
Delivering health care to our nation's citizens is one of the most serious challenges we face today. As health care becomes more critical. With financial resources diminishing, health-care staff at all levels must understand how their facilities operate and how to make their operation more efficient. Millard Fillmore College offers a Certificate program for individuals concerned with these challenges.
The program is intended for clinicians who find themselves responsible for administrative matters for which they have had limited prior training, as well as for middle managers in health-care administration who wish to develop further management skills. Conducted with awareness of the critical issues facing health-care administrators today, the program teaches practical techniques and problem-solving skills for managing day-to-day responsibilities. Its primary objective is to develop hands-on skills to help you do your job better. The program curriculum will continue to evolve in response to the changing roles and responsibilities confronting administrators in the health-care industry. All courses will be offered at least once during any two-year period.
Required Courses
The Health-Care Administration Certificate Program consists of the following required courses:
HCA 250 or MFC 250 Introduction to Health-Care in the United States
HCA 354 or MFC 354 Regulation in the Health-Care Environment
HCA 358 or MFC 358 Leadership Issues for Health-Care Professionals
HCA 450 or MFC 450 Strategic Planning and Budgeting for Health-Care Departments
HCA 451 or MFC 451 Human Resource Issues for Health-Care Managers
HCA 452 or MFC 452 Quality Management in Health-Care
Academic Credit or Noncredit
MFC courses are offered for university academic credit and may be applied as electives to meet degree requiements. Certifiates will be awarded to students who complete all required courses with a combined grade average of "C" or better. Health-Care Administration Certificate courses are also available as noncredit courses to those individuals not interested in earning academic credit but wish to earn a Certiifcate of Completion from the University at Buffalo. Noncredit courses are designated with the course prefix of HCA.
Students registering for credit or noncredit courses declare their intent to earn academic credit or fore-go academic credit through the registration process. Students may not change their enrollment status after class begins.
Registration procedures and schedule of classes
Credit: (MFC courses only) Students must follow these steps: 1) Fill-in Information and submit Nonmatriculated Student Data Form on-line; 2) Complete and submit Exception Registration Form. You will be notified within 24 hours by email to confirm your registration. Please be sure to check your email for confirmation of your registration. You are not required to pay tuition and fees at this time. You will be billed later in the term.

Tuition, fees and refund policies
Credit:All students registering for academic credit will pay the current UB tuition rate of $181 per credit hour + fees. Fees will vary depending on your enrollment status with UB. New students enrolled in ONLY MFC courses will pay the MFC student fees (part-time or full-time) as listed on the following page (click here). All students are bound by UB policies and regulations as described at the following website (click here). Students registering for MFC credit courses will be billed rather than having to pay at the time of registration.
Noncredit: Course fees are listed with each course found in noncredit course schedule. Students registered for noncredit courses may receive a full refund if our office is notified in writing prior to the first day of class. Noncredit course fees will not be refunded starting with the first day of class.

HCA 250 or MFC 250 Introduction To Health Care In United States
Introduction to the structure and process of Health Care in United States, as well as critical policy issues the system confronts. Topics include: the historical development of the health-care System; types of facilities, services, agencies, and personnel that constitute the system; levels of health service intervention and special problems of high risk populations, and responses to reach by the health-care system; quality-control activities; and critical health policy dilemmas that healthcare administers face
HCA 354 or MFC 354 Regulation In The Health-care Environment
The New York State health-care industry is one of the most regulated employers in the Unites States. Regulations permeate and control entire systems: hospitals; long-term care facilities; home health agencies; physicians, nurses, and caregivers; insurance companies; ambulatory care facilities; and others. How a provider or facility functions and what services can be provided are determined by regulation or through the regulatory processes presented from the perspective of both the Department of Health and the specific providers.
HCA 358 or MFC 358 Leadership Issues For Health Care Professionals
Study of leadership issues designed to assist Health Care professionals in personal development through the understanding of issues that affect their ability to complete tasks, prepare for the future, and motivate associates to perform up to their ability.
HCA 450 or MFC 450 Strategic Planning And Budgeting For Healthcare Departments
Strategic planning and budgeting with emphasis on the department within the health-care facility as well as on the relationship of the departmental plan and budget to that of the organization as a whole. Topics include stages in the development of a strategic plan; factors to be considered: how to plan may be presented, implement, and revised; the relation of planning to budgeting and the budget cycle and its components.
HCA 451 or MFC 451 Human Resource Issues For Health Care Managers
Introduction to the management of human resources for clinicians and supervisors of health care units. Key course components include leadership principles and styles, motivational theory, communication skills, counseling and corrective action, performance appraisal, management of change, work-groups and labor relations, etc. The course emphasizes the application of theory to practical day to day supervision and the workplace. Round-table discussion by participants facilitate sharing of health-care management experiences.
HCA 452 or MFC 452 Quality Management In Health Care
Introduction to the basic components of quality management program within the health-care industry. Lecture, discussion, case studies, and projects develop familiarity with the principles of quality management interventions applicable to the settings ranging from individual departments to small Health Care related businesses. Emphasis on implementing team concepts to foster customer oriented health-care systems.
